Delete a speech model

DELETE 
/v1/speech-models/:speech_model_id

Permissions - speech_models.delete. API keys - manage. Returns 409 speech-model-in-use while an agent speech strategy step, in any version, uses the speech model. With force=true those steps are removed too.
