Get the capacity policy

GET 
/v1/desks/:desk_id/capacity-policy

Get the desk's agent capacity policy. When no policy exists, returns a non-persisted desk-derived default with a null policy_id (the client should POST to create one) — this read never writes. Permissions - desks.read. API keys - manage.
