Get aggregate routing for an environment

GET 
/v1/desks/:desk_id/routing

One-shot read of department, attached integrations, and rules. Avoids round-trips for callers like the MCP gateway that need full routing context. Brain assignment is determined by rules at runtime, not by this payload. Permissions - desks.read. API keys - manage.
