Get the ElevenLabs pronunciation dictionary for the current account

/v1/integrations/voice/elevenlabs/dictionaries

Returns the ElevenLabs pronunciation dictionary whose name is exactly the current account_id (UUID) or starts with {account_id}_. Convention: name dicts {account_id}_{slug} for readability in the ElevenLabs console; matching reads only the immutable account_id prefix, so slug renames never break the lookup.

Returns { dictionary: null } when no dict matches or when ELEVENLABS_API_KEY is not configured (e.g. regions without ElevenLabs).
