List a simulation's evaluations across runs

/v1/brains/:brain_id/simulations/:simulation_id/evaluations

Permissions - brains.read. API keys - manage. Newest first unless sort says otherwise. totals counts the simulation's evaluations by status over every run, so the pass rate needs one call.
