Re-evaluate a campaign subscriber now

Asks NBA for a fresh decision now for an active subscriber (lifecycle_status pending or ok) in an in-progress agentic (NBA) campaign. The evaluation replaces the queued check of the subscriber. When the check is already running, no second one is queued. A decision still pending from NBA is superseded by the new one.
