Replace the speech strategy of an agent

/v1/brains/:brain_id/speech-strategy

Permissions - speech_strategy.write. API keys - manage. Replaces the whole strategy. A step with speech_model_id must name a speech model of the account (404) for the same provider (400 speech-strategy-provider-mismatch). A step without one uses Moveo's key and needs a provider the region hosts for that kind (400 speech-strategy-not-hosted). Only the draft changes; a version returns 400 brain_version_cannot_be_modified. Export, versions, revert and copy carry the strategy. An import drops the steps whose speech model is not in the account or is for another provider.
