Resume a stopped campaign subscriber

Permissions - campaign.write. API keys - manage.

Reactivates a stopped subscriber (lifecycle_status becomes 'ok') in an in-progress agentic (NBA) campaign and re-triggers a fresh NBA decision from the current contact journey. Resumable from any lifecycle state except 'success' (goal achieved). skip_fallback is intentionally left untouched — post-resume outreach is NBA-decided only.
