Touch a contact memory

PATCH 
/v1/contacts/:contact_id/memories/:memory_id

Bumps the updated timestamp without changing any other fields. Used by the extraction pipeline to re-confirm a memory is still valid (NOOP in the A.U.D.N. cycle). Permissions - contacts.write. API keys - manage.
