Update a contact

Updates a contact. The phone is normalized to E.164 and email is lowercased before storage. Changing either keeps contact_identities in sync — the previous value is retired and the new one indexed — so the identity index never goes stale. An unparseable phone returns 400. If the new phone or email already belongs to another contact in the account, the request is rejected with 409 and nothing is changed.
