Add a party to a debt

Links another contact to the debt with a role. The contact in the body must already exist in the account; the contact in the path identifies the debt and is not modified. One role per (debt, contact) pair — a contact already linked to the debt keeps its existing role, so changing a role means removing the link and adding it again.

Linking the path contact itself does not require it to already hold a role — this is the route that creates the link, and it is how a subscriber upload recovers when a debt_external_id already belongs to someone else. Adding a different contact does require the path contact to hold a role, else 404.
