Delete a debt

DELETE 
/v1/contacts/:contact_id/debts/:debt_id

Hard-deletes the debt. Party links and campaign-subscriber links to it are removed by cascade, so a debt still referenced by a running campaign disappears from that subscriber's context.

Permissions - contacts.read + contacts.write (the checks run both; a write grant without the read grant is denied). API keys - manage.
